It seems possible the scaling limitations on L1’s have implied that, for a user to obtain zk-enabled privacy, fees would be higher than they even might be on the base layer, so users and devs haven’t pursued zk-adoption. Rollup projects really would like a maximally scalable base layer, to increase throughput and avoid passing costs onto users. I’m pretty excited to see the direction of the Celestia project, which may enable zk projects to reduce user costs while providing privacy features.
